Cambodia’s National Health Financing Charter, officially adopted in 1996, was a landmark healthcare policy implemented by the Ministry of Health. It aimed to restructure the public health system by legalizing user fees and allowing public health facilities to generate, retain, and manage revenue to improve service delivery and quality of care. 

The charter served as a foundational reform for the Cambodian health sector by transitioning the system from one historically reliant on state inputs to an output-based mechanism.
