Sub-Decree on the Management of Nurseries (KH)

Issued by the Royal Government of Cambodia on December 15, 2025, Sub-Decree No. 254 establishes the country's first formal regulatory framework for nurseries and childcare centers. It governs the licensing, operation, and minimum standards for community, enterprise, and private nurseries caring for children under six years old.Under this sub-decree, providers must follow specific guidelines:Supervising Authorities: Private and community nurseries fall under the Ministry of Education, Youth and Sports (MoEYS), while enterprise (workplace) nurseries are supervised by the Ministry of Labour and Vocational Training (MLVT).Minimum Standards: Nurseries must provide a clean, safe, and quiet environment with separate spaces for administrative, feeding, bathroom, kitchen, sleeping, and play areas.Staffing Ratios: Facilities are required to maintain a minimum staffing ratio of 4 caregivers for every 25 children.Compliance Grace Period: Existing nurseries operating in Cambodia have four years from the sub-decree's effective date to meet these newly established minimum standards.
