Legal Instrument. Establishes Youth Empowerment Centers (SPP) as hubs for innovation and digital entrepreneurship (Article 7). Related: Article 8(2)(e) covers digital entrepreneurship training for youth MSMEs, Article 16(2)(c) organizes technology workshops. Over 120 innovation centers established in universities and regions by 2022.

Supports the development of digital entrepreneurship (Point 2), builds an ecosystem for innovation and startups (Point 3), and promotes digital skills for youth engagement (Point 4).
