Carrying the theme "Melakar Semula Pembangunan" (Reshaping Development), RMK13 is Malaysia’s five-year strategic blueprint aimed at balancing economic reform with social equity. It is heavily anchored in the Ekonomi MADANI framework and focuses on three main objectives:

  • Raising the Ceiling (Economic Restructuring): Shifting the economy toward high-growth, high-value (HGHV) sectors by accelerating the adoption of artificial intelligence (AI), digitalisation, and the energy transition. The goal is to advance Malaysia's economic complexity and secure higher-quality investments.

  • Raising the Floor (Improving Quality of Life): Easing the cost of living, strengthening the social safety net, and ensuring inclusive development so that wealth and progress are equitably shared across all levels of society.

  • Strengthening Good Governance: Enhancing the efficiency of public service delivery, fiscal management, and institutional integrity.
