The National Technical and Vocational Education and Training (TVET) Policy 2017-2025 is the primary framework to modernize the country’s skills development system. It aims to enhance workforce competitiveness, foster economic growth, and meet international labor market. The policy framework is coordinated by the Ministry of Labor and Vocational Training (MLVT) and focuses on four core strategic objectives:

  • Improve TVET Quality: Aligning training programs with the Cambodia Qualifications Framework (CQF) to meet both national and international market standards.
  • Increase Equitable Access: Expanding access to technical education for youth, women, and vulnerable groups.
  • Promote Public-Private Partnerships (PPPs): Engaging the private sector in skills forecasting, curriculum development, and workplace-based learning to ensure graduates are job-ready
  • Improve TVET Governance: Strengthening the management, coordination, and financing of TVET institutions across the country
