The National Program for Sub-National Democratic Development Phase II (NP-SNDD II) is Cambodia's 10-year roadmap (2021–2030) for Decentralization and Deconcentration (D&D) reform. Led by the National Committee for Sub-National Democratic Development (NCDD), it focuses on modernizing local governance, improving public service delivery, and advancing fiscal decentralization. NP-SNDD II operates through two five-year cycles, with the second cycle covering 2026–2030. Key focus areas include:Public Service Delivery: Enhancing local capacity in essential sectors like health, waste management, and water management. Digital Government: Integrating ICT and digital administration to bring services closer to citizens and businesses.Inclusiveness: Prioritizing gender equality, disability, and social inclusion (GEDSI) in local decision-making. Citizen Engagement: Strengthening social accountability and local complaint mechanisms.
