National Disaster Management Agency (NADMA) Directive No. 1: Policy and Mechanism on National Disaster Management

Country :

Malaysia

Year :

2024

Status :

Implemented

Malaysia's core disaster governance directive, effective 1 August 2024, superseding the former National Security Council (MKN) Directive No. 20 (in force since 1997). Outlines the national policy and mechanism for managing disasters holistically across pre-, during-, and post-disaster phases — prevention, mitigation, preparedness, response, and recovery. Defines roles and responsibilities of federal, state, and district-level agencies, and formalises NADMA's position as the central coordinating body (succeeding the National Security Council's former disaster functions). Covers preparedness elements such as early warning systems, hazard mapping, food stockpiling, emergency drills, and ICT-based coordination tools (GIS/remote sensing).
