The Ministry of Health's SOP manual governing the National, State, and District-level CPRC network, established under the 9th Malaysia Plan (2005–2010) to manage Disaster, Outbreak, Crisis, and Emergency (DOCE) events with public health implications. CPRC operates in two modes: Passive (routine information-gathering, surveillance, and analysis) and Active (full incident management activation with Incident Management System, multi-agency coordination, and resource deployment). Draws on data from surveillance systems (eNotifikasi, eWabak) and produces Situational Reports (SITREPs). Developed in partnership with the ASEAN Secretariat and Global Affairs Canada, aligned with the ASEAN Emergency Operations Centre Network. Relevance: the operational health-sector mechanism for responding to climate-driven health emergencies (epidemics, mass casualty events) referenced in the resolution's concerns about disease outbreaks and healthcare access during disasters.
