A local by-law made under the Local Government Act 1976, empowering DBKL to license and regulate business premises within Kuala Lumpur — including issuance of liquor licences for pubs, bars, restaurants, and retail outlets, through DBKL's Licensing and Business Development Department and the Excise Licensing Board of the Federal Territory of Kuala Lumpur (ELBKL). Sets premise conditions (zoning eligibility, operating hours, signage restrictions) and enforcement/compound penalties for non-compliance.
