The Law on Telecommunications establishes a legal and regulatory framework for the information and communications technology (ICT) sector. The Universal Service Obligation (USO) Fund is a specialized financial reserve mandated by this law, designed to build and expand telecommunications infrastructure in remote and rural areas where private operators otherwise lack the incentive to build. In Cambodia, the Law on Telecommunications outlines the authority of the Ministry of Posts and Telecommunications (MPTC) and the Telecommunication Regulator of Cambodia (TRC). It governs:
