Law on Social Security Schemes (2019): This law aims to establish social security schemes in Cambodia to ensure equity, social solidarity, and to promote the welfare of all citizens. It determines the general principles, procedures, mechanisms, practices and systems governing the social security regime of the Kingdom of Cambodia, including pensions, health care, occupational risk, and unemployment, applicable to individuals in both public and private sectors. ​ The law defines the principles, procedures, mechanisms, and administrative systems governing four primary social security schemes:​

1.     Pension Scheme: Provides financial support during old age, invalidity, or to survivors in the event of a member's death.​

2.     Health Care Scheme: Ensures access to necessary medical services and promotes overall health and well-being.​

3.     Occupational Risk Scheme: Offers protection against employment-related injuries and occupational diseases.​

4.     Unemployment Scheme: Provides financial assistance during periods of job loss.​

Scope of Coverage:

The law applies to various groups, including:​

·       Individuals in the public sector, such as civil servants and officials in ministries and national institutions.​

·       Persons defined under the provisions of the Labor Law, encompassing workers in the private sector.​

·       Self-employed individuals, with specific provisions to be detailed in subsequent regulations.
