The Law on Rules of Origin, enacted by Cambodia on 5 July 2023, establishes a comprehensive legal framework for determining the origin of goods in both preferential and non-preferential trade contexts. Aligning with international standards set by the World Trade Organization (WTO) and the Association of Southeast Asian Nations (ASEAN), the law aims to enhance transparency and consistency in international trade, thereby facilitating Cambodia's growth as a manufacturing and processing hub. It delineates clear criteria for origin determination, such as goods being wholly obtained or having undergone substantial transformation, and designates the Ministry of Commerce's General Department of Trade Support Services as the authority responsible for issuing Certificates of Origin. This legislative development not only bolsters Cambodia's compliance with global trade norms but also strengthens its position as a reliable trading partner, fostering greater investment and economic integration.
