The Cambodian
government has taken steps to engage the public in governance. At the national
level, ministries occasionally hold public consultation workshops on draft laws
and policies – for example, the Ministry of Information organized stakeholder
consultations on the draft Access to Information Law in 2020–2021 The
Parliament also invites input on some legislation from experts, civil society,
and citizens (though not consistently for all laws). Digitally, the government
has launched online platforms: a central government e-portal
(Facebook pages of ministries are widely used) and the “Ask Government” website
allow citizens to submit complaints or questions. At the sub-national level,
Cambodia’s decentralization reforms have instituted participatory planning. In
rural districts, the government and NGOs jointly implement the Social
Accountability Framework (I-SAF), which empowers ordinary citizens to
provide feedback on local public services (schools, clinics) through community
scorecards and interface meetings. This initiative (led by the National
Committee for Sub-National Democratic Development, NCDD) has been rolled out in
most provinces, creating structured dialogues between citizens and authorities
to address local issues
Outreach programs are also evident: officials hold town-hall style meetings in provinces (the Prime Minister’s public forums, and provincial “open days”) to hear citizens’ concerns.
