The Cambodian Law on Financial Management 2026, promulgated on December 17, 2025, sets total national budget expenditure at approximately 38.45 trillion riels (over $9.5 billion), with a focus on high savings, economic growth, and security. The budget aims for 5% economic growth, prioritizing national defense, public administration reform, and infrastructure. Such amount of budget represented an increase of nearly 8% over the 2025 budget. The 2026 budget focuses heavily on human resource development, specifically targeting reforms in education and health under the Pentagonal Strategy – Phase 1.
