Constitutional guarantees exist, and Cambodia has improved welfare measures. However, freedom of expression and civic participation still face constraints. Reforms continue to strengthen rights protections.

Article 43:guarantees that “Khmer citizens of either sex shall have the right to freedom of belief. Freedom of religious belief and worship shall be guaranteed by the State. Cambodia has signed onto UNESCO conventions for cultural heritage which foster cross-border cultural cooperation (the Angkor Wat temple, a World Heritage site, is preserved with international collaboration, symbolizing cultural connectivity). Bilateral cultural agreements (e.g. with neighboring Thailand, Vietnam, Laos) and Cambodia’s membership in Francophonie and other cultural organizations also form part of the legal/institutional scaffold for cultural exchange beyond ASEAN.

As ASEAN’s Socio-Cultural Community aims for an inclusive regional identity, Cambodia’s efforts (hosting events, promoting language exchanges, etc.)
