Launched by the Ministry of Housing and Local Government (KPKT) in August 2024, this blueprint charts a 10-year direction for transitioning Malaysia's solid waste management from a linear to a circular model. It is built around five strategic pillars: governance and legislation, guidelines and procedures, digitalisation, infrastructure, and market creation. Introduces Extended Producer Responsibility (EPR) and zero-waste-to-landfill certification, targeting a 40% national recycling rate.
