Public Financial Management Reform Program and Public Administration Reform, aiming to increase transparency and accountability (e.g. merit-based civil service, citizen service centers). To address social justice, Cambodia implemented the National Social Protection Policy Framework 2016–2025, targeting poverty reduction and income security for vulnerable groups​. Human rights institutions are in place, such as the Cambodian Human Rights Committee and a National Mechanism for reporting to UN human rights bodies, and Cambodia cooperates with OHCHR on technical assistance. Additionally, the Anti-Corruption Unit, operational since 2010, has investigated and prosecuted bribery cases (including officials), raising awareness that rule of law applies to all​.
